In compliance to Article no. 16 of Law of Higher Education, University Council is the administrative organization, represents the ownership of the University, and has the following rights: Make decisions of strategy, plan, development schedule and regulations of operation and activity of the University; Make decisions of directions of activities in training, science and technology, international cooperation, quality assurance of education; Make decisions in organizational structure and directions of investment for development; Make decisions in the formation, merge, separation, and dissolution of organizations within the higher education institution; Monitor the execution of decrees of the University Council, the execution of democratic regulations in activities of the University.

Concerning organizational structure, University Council consists of 25 members, including: Rector, Vice-Rectors, Secretary of the Party Committee, President of Labor Union, Prepresentative of Executive Committee of Ho Chi Minh Communist Youth Union; representatives of lecturers, researchers of a number of faculties and institutes; representatives of Ministry of Education and Training, and of a number of external members operating in the fields of education, science, technology, manufacture, and business that are related to functions and missions of the University
