Result of Quality Accreditation of School Construction University according to HCERES's standards

On the afternoon of October 17, 2017, at Hanoi University of Science and Technology, the French High Council for Evaluation of Research and Higher Education (HCERES) awarded certificates of accreditation to four Vietnamese universities. Men include: University of Science and Technology - Ho Chi Minh National University, Hanoi University of Technology, University of Science and Technology - University of Danang, University of Civil Engineering. This is the first recorded event in the Vietnamese higher education system, the university accreditation is implemented by an international accrediting organization.

The ceremony was attended by Deputy Minister of Education and Training Bui Van Ga, Mr. Eric Moley - Representative of the French Embassy in Vietnam, Mr. Michel Cosnard - Chairman of HCERES; leaders of units under the Ministry of Education and Training, leaders and officials, lecturers of 4 universities, representatives of businesses, and press agencies.

At the ceremony, Deputy Minister of Education and Training Bui Van Ga emphasized that HCERES has verified training institutions for four Vietnamese universities that are members of PFIEV in the context that the country is drastically implementing the policy of fundamental innovation and comprehensive education and training, in order to create high-quality human resources to meet the country's socio-economic development needs in the context of international integration. The fact that 4 universities have met international accreditation standards marks the continuous efforts of 4 universities in an effort to build a quality culture in the school, contributing to training high human resources for the country. This result not only affirms the prestige of the four universities at the domestic level but also internationally, increasing opportunities for cooperation with foreign higher education, attracting students from other countries to study, and progressing to the next level. internationalization of training programs. In addition, the above results also help Vietnamese higher education have a more specific view when comparing the conditions for ensuring the training quality of the four universities with international standards that we have not had the conditions to implement for a long time. . With this result, four new PFIEV member schools entered the first 5-year accreditation cycle. The Deputy Minister also suggested that the 4 schools continue to promote the highest sense of autonomy and responsibility, mobilize resources for sustainable development and effectively replicate the PFIEV Program; at the same time, pay attention to overcome the shortcomings according to the recommendations of CTI and HCERES; continuously strengthen the quality assurance conditions to be assessed and accredited in the next cycle.

Also at the ceremony Assoc.Prof.Dr. Pham Duy Hoa - Rector of NUCE thanked the leaders of the Ministry of Education and Training for their close attention and direction in the process of accrediting the university and especially Van PFIEV Project Department, Hanoi University of Science and Technology, Ho Chi Minh City University of Technology, Danang University of Science and Technology, agencies, businesses and individuals have accompanied NUCE during the past time. The President of NUCE shared that, since February 2016, when the plan to accredit the school by HCERES was determined in Paris during a business trip led by Deputy Minister Bui Van Ga, all four universities have undergone a public process. Work with urgency, determination, and effort with a mixture of confidence and anxiety. Today, the feeling of joy and pride of all 4 schools is still the same as on the night of June 13, 2017 when receiving information from Paris that all 4 schools were recognized by HCERES to meet the accreditation standards with a term of 5 years without conditions. . NUCE, a small school separated from Hanoi University of Science and Technology, spent nearly 20 years in many localities and returned to Hanoi to rebuild from scratch in extremely difficult conditions. Teachers and students of NUCE have nothing but determination to overcome difficulties and desire for the development of the school. Up to now, NUCE has become one of the first four universities in Vietnam to meet international quality accreditation standards. This is the pride and honor belonging to all generations of staff and students of NUCE.

HCERES was established under law number 2013-660 dated 22/7/2013 on the basis of the French Agency for Evaluation of Research and Higher Education (AERES) and inherited the activities of this agency. HCERES is an independent higher education assessment and accreditation organization that evaluates higher education institutions, research institutions and training programs.

HCERES is a full member of the European Higher Education Quality Assurance Association (ENQA) and the European Higher Education System of Education (EHEA) Standards and Guidelines for Quality Assurance (ESG). In addition to the French training and research institutions, HCERES also participates in the evaluation of training and research institutions of the EHEA countries. On average, HCERES annually assesses and accredits 50 training institutions and research organizations; 630 research units; 600 training programsi study; 300 master's programs and 70 doctoral programs.

HCERES has also carried out international assessment and accreditation of foreign universities, French educational institutions abroad, and international joint research units.

HCERES's set of standards used to evaluate higher education and research institutions abroad includes 6 areas: Strategy and governance (mission, development strategy, organization of strategy implementation, communication). ); training and scientific research (training policy, research, training types to meet learners' needs); training process and career integration orientation (learning environment and training management); foreign regulations; management and administration (financial systems, assets, human resources, information systems); quality and ethics (quality assurance policy, ethics in training and research).
