On February 16, 2023, Hanoi University of Civil Engineering (HUCE) welcomed the delegates from The University of Toledo (UToledo, USA). Attending the meeting, from UToledo side, there were Mr. Victor Finch - Head of International Admissions Department; Prof. Michael Toole - Dean of the College of Engineering; Prof. Marc Seigar – Dean of the College of Natural Sciences and Mathematics. On behalf of HUCE, there were Assoc. Prof. Nguyen Hoang Giang - Vice Rector; MSc. Nghiem Ha Tan - Deputy Head of International Cooperation Department; Assoc. Prof. Ta Quynh Hoa - Dean of the Faculty of International Education; Assoc. Prof. Vu Anh Tuan - Vice Dean of theFaculty of Civil and Industrial Construction; Dr. Nguyen Ha Duong - Vice Dean of the Faculty of Information Technology.

UToledo is a university with a modern, multicultural learning environment, relatively reasonable tuition fees, and many scholarships and support policies for international students. The university's representative shared some information about the strengths in education and in scientific research, for instance: Civil Engineering, Environmental Sciences and Engineering, Chemical Engineering, Electrical and Electronics Engineering, Computer Science, Biomedicine, etc. Students in the 2nd year and above are offered to join the Co-op program - or Paid Internship. The scientific research activities of UToledo are also particularly strong, with a large investment budget (the College of Engineering has a research fund of 10 million USD/year, whereas this fund of the College of Natural Sciences and Mathematics is 20 million USD/year).

On the side of HUCE, Assoc. Prof. Nguyen Hoang Giang - Vice Rector shared about strategic development areas of the University, thereby finding many commonalities between the two institutions. Both HUCE and UToledo have great potential to implement student exchange programs, international training programmes at all levels: undergraduate, graduate, Ph.D and post-doctoral (one of the sources is through Project 89 of the Government on the implementation of training master's and doctoral levels for lecturers of educational institutions). In addition, lecturers and researchers of the two universities (especially members of the frontier research groups on the side of HUCE) can connect to implement collaborative research and innovation projects.
