Hanoi University of Civil Engineering prepares for international accreditation by the High Council for Evaluation of Research and Higher Education (Hcéres)

With the strategic vision of "Becoming a leading regional research university with a core of engineering and technology, making an important contribution to the cause of building a peaceful and prosperous Vietnam", Hanoi University of Civil Engineering always strives to promote core values: Responsibility - Creativity - Quality and Efficiency. Since 1999, Ministry of Education and Training has assigned Hanoi University of Civil Engineering, Hanoi University of Science and Technology, Vietnam National University Ho Chi Minh City – Ho Chi Minh City University of Technology, and The University of Danang – University of Science and Technology to implement the High-Quality Engineer Education Program (PFIEV) sponsored by the French Government according to the Protocol between the Government of Vietnam and the Government of France.

In 2017, Hanoi University of Civil Engineering, along with Hanoi University of Science and Technology, Vietnam National University Ho Chi Minh City – Ho Chi Minh City University of Technology, and The University of Danang – University of Science and Technology, was one of the first 4 universities of Vietnam to be externally evaluated and to meet educational institution-level accreditation standards by the prestigious European international accreditation organization - the High Council for Evaluation of Research and Higher Education (Hcéres). According to Decision No. 2576/QD-BGDDT dated September 9, 2023, the Ministry of Education and Training recognized the activities of Hcéres in Vietnam.

In 2022, Hcéres updated and improved the set of standards for evaluating higher education and research institutions abroad, focusing on 3 evaluation areas (Administration and management; Policy on scientific research and innovation; Policy on education, learners, and learning environment); which include 17 standards and 122 criteria. In June, 2023, Hanoi University of Civil Engineering completed a Self-Assessment Report according to Hcéres’ new set of standards.

According to the plan, from November 30, 2023 to December 1, 2023, Hanoi University of Civil Engineering will welcome the Hcéres expert delegation to conduct quality assessment at the educational institution level. Based on the analysis of the Self-Assessment Report and the upcoming direct assessment activities at the University, the Hcéres Expert Team will prepare a Quality Assessment Report of Hanoi University of Civil Engineering and submit it to the Hcéres Accreditation Committee to make a decision on the quality accreditation results. It is expected that the inspection results will be announced in the first quarter of 2024.

Up to now, Hanoi University of Civil Engineering has completed preparations to welcome the Hcéres expert delegation and hopes to achieve good accreditation results.

Information about Hcéres

Hcéres was established by law No. 2013-660 dated July 22, 2013 on the basis of the French Agency for the Evaluation of Research and Higher Education (AERES) and inherited the activities of this agency. Hcéres is an independent higher education quality assessment and accreditation organization tasked with evaluating higher education institutions, research organizations and training programs (https://www.hceres. fr/fr). Hcéres is an official member of the European Association for Quality Assurance in Higher Education (ENQA) and the Standards and Guidelines for Quality Assurance (ESG) in the European Higher Education System (EHEA). In addition to French training and research facilities, Hcéres also participates in evaluating training and research facilities of EHEA countries. On average, Hcéres annually evaluates and accredits 50 training facilities and research organizations; 630 research units; 600 university training programs; 300 master's training programs and 70 doctoral training programs. Hcéres has also carried out international assessment and accreditation of foreign universities, French educational institutions abroad, and international joint research units.
