THE DELEGATION OF HANOI UNIVERSITY OF CIVIL ENGINEERING TO VISIT AND WORK IN LAO PDR

From May 15 to 19, 2023, the delegation of Hanoi University of Civil Engineering (HUCE) led by Assoc. Dr. Pham Duy Hoa - Rector of HUCE to visit and work with partners in Lao PDR. Along with the delegation were Assoc.Prof.Dr. Nguyen Binh Ha - Head of Training Management Department; Prof. Dr. Nguyen Viet Anh - Director of the Institute of Environmental Science and Technology; MSc. Tran Vinh Trung - Head of Finance Department; MSc. Trinh Dinh Lai - Deputy Head of General Administration Department; MSc. Nghiem Ha Tan - Deputy Head of International Cooperation Department.

On May 16, 2023, the HUCE delegation exchanged and signed a cooperation agreement with the National University of Laos (NUOL). On the side of NUOL, there were Assoc.Prof.Dr. Oudom Phonekhampheng, President of National University of Laos; Prof. Dr. Houngphet Chanthavong, Deputy Director; Assoc.Prof.Dr. Somchanh Bounphanmy, Deputy Director; Assoc.Prof.Dr. Bouadam Sengkhamkhoutlavong, Chief of Office; Dr. Souliya Mounnarath, Head of International Cooperation Department and leaders of member universities: Polytechnic University, University of Architecture. The signing ceremony was also held with the witness of Assoc.Prof.Dr. Saykhong Saynasine, Director General of Higher Education Department, Ministry of Education and Sports of Laos.

HUCE worked with National University of Laos

Through the exchange, leaders of the two sides confirmed the great potential of cooperation between the two sides in activities ranging from education, training to research. In particular, the cooperation relationship is further cemented by the friendship between the two countries Vietnam - Laos. The signed agreement will be the foundation for the two universities to continue to widely implement cooperative training activities, student-lecturer exchanges, academic exchanges, research cooperation, and joint participation in international projects with scientific and technological capital between the two countries, or funds from the European Union, Japan, Korea, etc., towards the goal of sustainable development. Speaking at the signing ceremony, Assoc.Prof.Dr. Saykhong Saynasine recognized the positive and continuous contributions of HUCE in training high-quality human resources for Laos. Saykhong is General  Director of Higher Education Department, Ministry of Education and Sports of Laos, is also the first Laotian PhD student to successfully defend his doctoral thesis at HUCE. He highly appreciated the cooperation plan between the two schools and affirmed that the Lao Ministry of Education and Sports will always support and assist the upcoming activities.

One of the special highlights of this trip is that in addition to signing a framework agreement with an important partner, National University of Laos, the delegation of HUCE has built connections with agencies and businesses in Lao to explore specifically cooperation opportunities, implementation of research projects, exchange of experiences, technology transfer, etc. On the afternoon of May 15, 2023, the delegation visited and worked at Toyo Group. Mr. Langkone Xaignavong - Chairman of the Board of Directors; Ms. Dalakham Xaignavong - General Director and factory leaders were to welcome HUCE delegation.

HUCE visited and worked at Toyo Group, Lao People's Democratic Republic

Toyo Group is Laos' leading corporation in supplying water industry materials, especially large-diameter HDPE pipes for national projects. The delegation of HUCE visited the Group's factory, in which NUCE’s experts consults on solution for factory selection, product design and management system, and R&D laboratory system.

During the working session with Toyo Group, Assoc.Prof.Dr. Pham Duy Hoa expressed his pride as one of the PhD students of HUCE - Mr. Langkone Xaignavong - is actively applying the acquired knowledge, in parallel with performing his research tasks, to contribute to the economic development of the country. The achievements of Toyo Group have been recognized by the Party and State of Laos: the factory continuously welcomes the Prime Minister, State President, Ministry leaders, etc. to come and visit. Mr. Langkone and Ms. Dalakham are also members of the Economic Advisory Committee for the Lao National Association of Industry and Trade. The Rector wishes to expand more projects of cooperation in applied research, technical support, building of basic standards with a team of experts from HUCE and the target audience is businesses from Laos and key staff are the alumni and students of the University. On the side of Toyo Group, Ms. Dalakham expressed her pleasure to welcome the delegation of Hanoi University of Civil Engineering. She affirmed that the experiences of Vietnamese experts in general, and of Hanoi University of Civil Engineering in particular, are extremely valuable to Laos, as well as to businesses in our country. Toyo Corporation was very interested in the activities suggested by the Principal, and hoped to continue to cooperate with the experts of the University in the near future.

Following the business trip, the delegation visited and worked at Vientiane Water Supply Company and visited the Wastewater Treatment Plant for Vientiane City which is under construction. Welcoming the delegation were Mr. Khampheuy Vongsakhamphoui - Member of the VIII National Assembly, General Director of Vientiane Water Supply Company, Chairman of Laos Water Supply and Sewerage Association and company leaders. There are currently 4 water supply companies in Laos (all state-owned), 1 in the capital Vientiane - and also the largest, and 3 companies distributed in 3 North - Central - South regions.

Similar to Vietnam in the new period of integration and development, Laos' water supply and drainage industry is also at its beginning to face a number of challenges such as the speed of clean water infrastructure development not keeping pace with urban development, water pollution, etc. Speaking at the meeting, Mr. Khampheuy expressed his wish that Vietnam would share experiences and transfer water resource management technology to his country because Vietnam is also a tropical country, and natural conditions are similar. Prof. Dr. Nguyen Viet Anh, Director of the Institute of Environmental Science and Technology, Vice Chairman of the Vietnam Water Supply and Sewerage Association gave a presentation on his experience in water resource planning and management in Vietnam, as well as introduced some new technology for monitoring and controlling clean water quality. He shared that HUCE is always ready to train and improve the capacity of Laos country's human resources. Leading experts of the University - who are also key members of the Water Supply and Sewerage Association - will maintain the Academic exchange activities, technology introduction with the participance of representatives of the Company. The delegation then visited the Vientiane Wastewater Treatment Plant, which is being built for the pile foundation, a project funded by Hungarian aid.

Within the framework of the visit, the delegation had an exchange session with Lao alumni and students, and also those studying and researching at HUCE. All Lao alumni and students of the HUCE are now very successful, many of whom are in charge of leadership positions in state agencies (such as Mr. Saykhong Saynasine, Director of the Higher Education Department), at the National University of Laos, as well as management positions at large enterprises. That has proved the training quality of HUCE. The University has been training and fostering high-quality human resources, making positive contributions to the development of your country. The exchange took place in a warm atmosphere, amid the teachers and students singing performance, generations of Lao students and students of the University like one big family.
