Model of university training according to Vietnamese Qualifications Framework of National University of Civil Engineering in 2020

To meet the regulations of the current law, to meet the requirements of international integration, and to implement the joint publication of 7 domestic technical training universities, in 2020 National University of Civil Engineering begins to transform the training model according to Vietnamese Qualifications Framework.

The training model transformation plan was implemented after the Law amending and supplementing a number of articles of the Higher Education Law took effect from July 1, 2019. The transformed training model of National University of Civil Engineering containing 3 levels of qualifications corresponding to Vietnamese Qualifications Framework and diplomas granted after graduation include:

- Level 6 - University level: the minimum academic volume is 120 credits; the graduates are granted Bachelor's Degree.

- Level 7 - Master level includes:

+ Master's Degree: the minimum academic volume is 60 credits, the students will be granted Master’s degrees.

+ Degree of Engineer / Architect: the minimum academic volume is 60 credits (referred to as the New Engineer Degree), the students will be granted Engineer or Architect Degrees.

After graduating, the learners can study to convert knowledge between Engineer / Architect and Master’s degree.
- Level 8 - Doctoral level: the learners, after successfully defending the thesis, will be granted PhD Degrees.

The model of transformation training programs of National University of Civil Engineering is mapped in Figure 1.

The Bachelor Program is designed for a period of 4 years with basic orientation and broad industry training; The Bachelor Program equips learners with the fundamental knowledge of science and technology, as well as the basic vocational competence in order to help them adapt to different jobs in the field being trained. The graduates of the Bachelor Program reach level 6 - University degree in Vietnamese Qualifications Framework.

After having Bachelor’s Degrees, the learners can go to work or continue studying a program of Master or New Engineer Degree with the training period from 1.5 to 2 years.

The New Engineer Program is designed for engineering and architecture disciplines, training according to social needs, in close association with businesses and employers. The program equips the learners with advanced technical knowledge and specialized professional competencies, to immediately meet the requirements of the actual work. The graduates of the New Engineer Program reach level 7 in Vietnamese Qualifications Framework and can receive Master’s Degrees after learning to convert some modules.

The organization of training is done in 2 phases:
- Phase 1 - the Bachelor Training: the amount of knowledge is about 130 credits; the training time is 4 years; the output standard reaches level 6 according to Vietnamese Qualifications Framework; the learners are granted Bachelor’s Degree.

- Phase 2 - the Master or New Engineer Training, the volume of knowledge is more than 60 credits; the training period is from 1.5 to 2 years; the output standard reaches level 7 according to Vietnamese Qualifications Framework; this phase is applied for the same industry or nearby disciplines, with Master’s Degrees or Degrees of engineers / architects.

In the case of students studying the same industry or major in the two above stages, the training time can be shortened from 5 to 5.5 years under an integrated program. The Integrated Program Bachelor - Master or Bachelor – New Engineer for the same industry / major grants two degrees - Bachelor’s Degree and Master's Degree, or Bachelor’s Degree and Engineer / Architect Degree for the graduates.

With the new training model deployed above, from the 2020 enrollment period, National University of Civil Engineering will provide the society with high-quality human resources in most of the currently trained disciplines and specialities with diversified and flexible levels, in accordance with the needs of labor market as well as each student's study plan. With the orientation of building a training program on access to CDIO, updating and referring to programs of developed countries for international integration, closely linked with businesses on the traditional foundation of National University of Civil Engineering, the transformed training model under Vietnamese Qualifications Framework is a basis for further improving the quality of training, orienting training activities to a new stage of development which is commensurate with the position of the leading educational institution in the field of construction and architecture of Vietnam.
