A delegation from Hanoi University of Civil Engineering visited Japan for a study tour as part of a project funded by JICA.

Within the framework of the JICA-ASSM Project on “Survey and Verification of the Application Potential of Warning Systems and Monitoring Equipment to Support Safety Management in Infrastructure Construction in Vietnam”, a delegation from Hanoi University of Civil Engineering (HUE), including Assoc. Prof. Dr. Ho Ngoc Khoa - Head of the Department of Construction Technology & Management; Dr. Tran Quang Dung; Dr. Nguyen Anh Duc; and MSc. Nghiem Ha Tan, visited Japan from September 9-15, 2024. The project is funded by the Japan International Cooperation Agency (JICA), with Toyoko Elmes as the Japanese implementing partner and Kokusai Kogyo as the project consultant. The purpose of the project is...   This study aims to investigate the feasibility of an early warning system for construction projects, applying Japanese technology in Vietnam. Installing a real-time monitoring system will contribute to minimizing accident risks and improving quality and safety in the construction sector.

On September 10, 2024, the working group   Representatives from the school visited and worked at the headquarters of Toyoko Elmes Company. During the reception, the representative from the partner company was Mr.   Suzuki Atsushi -   The Chairman, along with senior experts from the company, were present. Representing JICA were Ms. Ishikawa Akiko – Private Partnership Division No. 1, JICA Tokyo representative in charge of the ASSM Project; and Mr. Goto Shota – Partnership Planning and Strategy Division, Office of the Government.   JICA Yokohama. Speaking at the meeting, Ms. Ishikawa Akiko highly appreciated the role of Hanoi University of Civil Engineering as a partner in implementing the Project.   On the Vietnamese side, the school and its experts participating in the project demonstrated credibility and professionalism throughout the project's documentation and implementation. Following this, the delegation visited the Research and Development Department and the assembly workshop for monitoring systems at Toyoko Elmes Company, and also gave interviews to Japanese media regarding the project.

Continuing the schedule, the delegation visited the JICA office building in Yokohama, the monitoring systems of Toyoko Elmes Company installed at the Yokohama Landmark Tower construction project (296m high, built in the early 1990s and using the first monitoring equipment developed by Toyoko Elmes itself), the Kuden-Kasama Tunnel Project (the total length of the two tunnel branches is 3.4km, one of the infrastructure components of the Yokohama City Ring Road 2 expressway project), and the Koto Pumping Station Project (covering an area of nearly 40,000m2 and an excavation depth of 56.7m in mixed, weak geological conditions - near the sea).

In particular, the delegation visited and worked with the Engineering Research Institute of Kajima Construction Group, one of the largest and most reputable construction contractors in Japan. Representing the Institute's leadership to welcome the delegation were Dr. Katsutoshi Fujisaki - Deputy Director; and Engineer Kenichi Kawano - Senior Researcher. The delegation toured the Institute's key laboratories, including the Structural Laboratory, the Earthquake Laboratory, the Soil Mechanics and Foundation Laboratory, and the Fire Safety and Construction Laboratory. Both sides exchanged expertise and strengths, leading to the identification of potential research and training cooperation directions between Hanoi University of Civil Engineering and the Kajima Engineering Research Institute.

At the end of the working trip, the University's delegation held a meeting to report on the results of their week-long work and to update on the implementation of the ASSM Project at JICA Tokyo. Simultaneously, experts from Hanoi University of Civil Engineering participated in a seminar to exchange expertise on geotechnical monitoring technology solutions in Vietnam and Japan, with a presentation by Professor Dr. Norikazu Shimizu, Honorary Professor of Yamaguchi University.

Representatives from JICA Tokyo in charge of the project assessed the working visit of the Hanoi University of Civil Engineering delegation as a great success, as evidenced by the results presented at the concluding meeting. All parties hope that the ASSM project will achieve all its objectives, and that opportunities for research and training cooperation between the University and its Japanese partners will be realized in the future.
