On the afternoon of September 9, 2026, the signing ceremony for the contract and the launch of a key science and technology project took place at Hanoi University of Civil Engineering (HUCE). This event marks a strategic collaboration between HUCE, Truong An Hai Phong Investment Joint Stock Company, and Van Phu Consulting Joint Stock Company. .

Overview of the Event

Attending the event, on behalf of HUCE were: Assoc. Prof. Dr. Hoang Tung - Rector; Prof. Dr. Nguyen Hoang Giang - Vice Rector; Assoc. Prof. Dr. Pham Thanh Tung - Vice Rector; Assoc. Prof. Dr. Vu Ngoc Tru - Senior Lecturer in the Faculty of Bridge and Road Engineering, Head of the project, along with representatives from various units within the University. On behalf of Truong An Hai Phong Investment Joint Stock Company were: Mr. Nguyen The Giang - Chairman of the Board of Directors; Mr. Ngo The Hung - General Director. On behalf of Van Phu Consulting Joint Stock Company were: Mr. Ho Van Dung - Chairman of the Board of Directors; Mr. Nguyen Manh Hoang - Deputy Director.

The event attracted the attention and participation of delegates representing state management agencies, organizations, and businesses: the Department of Science, Technology and Information, Ministry of Education and Training; representatives from the Department of Science, Technology and Building Materials, Ministry of Construction; Mr. Dang Duy An - Chairman of the Board of Directors of the Institute of Industrial Machinery and Tools (IMI Institute), Ministry of Industry and Trade; Mr. Nguyen Viet Phuong - Chairman of the Board of Directors of Nam An Holding Joint Stock Company; Mr. Do Quoc Cuong - Deputy Director of CDC Vietnam Consulting, Design and Construction Joint Stock Company; along with experts, scientists, and partners.

Professor Dr. Nguyen Hoang Giang - Vice Rector of HUCE, Mr. Ngo The Hung - representative of Truong An Investment Joint Stock Company, and Mr. Ho Van Dung - representative of Van Phu Consulting Joint Stock Company signed the Cooperation Agreement.

In the context of the construction industry's strong shift towards green, circular, resource-efficient, and sustainable development, research into reusing industrial waste as construction materials is becoming a practical approach to reduce pressure on the environment. The current reality shows that the production process of chemical fertilizers is generating a huge amount of artificial gypsum (phosphogypsum). .

To address this problem, the parties agreed to implement a project entitled "Scientific basis and standardization of composite materials using phosphogypsum-based artificial gypsum in construction embankment foundations and in flexible pavement structure base layers". The project, led by Associate Professor Dr. Vu Ngoc Tru, is expected to strongly promote the application of recycled materials and the development of a circular economy in the construction sector. .

The mission is to combine HUCE's scientific research, technology, and training capabilities with the practical needs and conditions of businesses, aiming to create scientifically-based results that are applicable and transferable to real-world situations. The implementation of this mission aligns with the direction of Resolution No. 57-NQ/TW on the development of science, technology, innovation, and digital transformation, while also meeting the requirements of educational and training reform in the spirit of Resolution No. 71-NQ/TW. Through this, HUCE-Business cooperation contributes to promoting the "Three-Party Cooperation" model (State – Scientists – Businesses), in which the University acts as a bridge between research, training, and application, linking scientific knowledge with the practical needs of businesses, aiming for technology transfer and the development of high-quality human resources.

In his welcoming remarks and orientation for cooperation, Assoc. Prof. Dr. Hoang Tung - Rector of the University - emphasized the role of strengthening coordination with businesses in implementing scientific and technological tasks. According to the program, representatives from businesses also spoke about cooperation directions, thereby demonstrating the business sector's commitment to supporting the research and application of scientific and technological solutions.

With the specific perspective that investing in scientific research is investing in technology, standards, and future markets, we will work together to solve three problems: the environment, resources, and the development of a circular economy."
