On the afternoon of September 28, 2026, a working session took place at the headquarters of the Vietnam National Energy and Industry Corporation (Petrovietnam) between the Corporation and four universities: Hanoi University of Civil Engineering, Water Resources University, University of Transport Technology, and University of Transport. The discussions focused on science and technology strategies, strategic technology product groups, research orientations for 2027, and the potential for collaborative programs aligned with Petrovietnam's practical needs.

The program was attended and facilitated by Mr. Nguyen Ngoc Son - Member of the National Assembly's Committee on Science, Technology and Environment. Representing Petrovietnam were Mr. Phan Tu Giang - Deputy General Director of the Group, along with leaders of its departments and offices. The delegation from Hanoi University of Civil Engineering was led by Assoc. Prof. Dr. Hoang Tung - Rector of the University; also in attendance were Prof. Dr. Nguyen Hoang Giang - Vice Rector and leaders of specialized units.

Overview of the Work Program

Speaking at the program, Mr. Nguyen Ngoc Son suggested that Petrovietnam should leverage its role as a "client," working specifically with each school based on its expertise, selecting practical problems to jointly research, develop solutions, and quickly implement them. The National Assembly's Committee on Science, Technology and Environment will continue to accompany, connect, and support the cooperation process between businesses and training and research institutions.

Representatives from Petrovietnam presented the Group's science and technology strategy until 2050, strategic technology product groups until 2030, and scientific research orientation for 2027. This provides a basis for universities to better identify the Group's technology needs, human resources, and major challenges in this new development phase.

Associate Professor Hoang Tung affirmed that HUCE has a long history of cooperation with many member units of Petrovietnam in training, scientific research, consulting, and technical application. The university is ready to mobilize its team of experts, facilities, and interdisciplinary research groups to expand cooperation, aiming for tasks with specific requirements, clear products, and practical applications.

In the HUCE presentation, Dr. Bui The Anh, Head of the Department of Offshore and Oil & Gas Engineering, presented the practical aspects of cooperation and new development directions. Since 1990, HUCE has consistently trained engineers, masters, and doctoral students in Offshore Engineering and has provided the Petrovietnam ecosystem with over 500 engineers working at Vietsovpetro, PTSC, PV GAS, PVEP, and related units. HUCE scientists have also participated in numerous state-level science and technology programs and projects on offshore engineering; and have carried out specialized work related to Dai Hung Nam, Thien Nga - Hai Au, Block B - O Mon, PTSC Dinh Vu, and PTSC Quang Ngai - Dung Quat Port. Based on this foundation, HUCE proposed participating in cooperation with Petrovietnam according to the Group's strategic technology development and marine economic development directions, in which the University has strengths.

The delegates agreed that cooperation in the coming period should shift from exchanging orientations to specific tasks: Petrovietnam will identify the problems and needs; universities will organize appropriate expert groups to jointly develop products, roadmaps, and transfer mechanisms. The meeting opened up opportunities for HUCE and Petrovietnam to elevate their cooperation towards a substantive, interdisciplinary, and long-term approach, contributing to the development of strategic technologies and the marine economy serving the national energy and industry sectors.
