After months of editing, peer review, and refinement, the CIB W099/W123 & ICONS 2026 International Conference Proceedings have been officially published in CIB Conferences, Volume 2, on the prestigious Purdue e-Pubs platform managed by Purdue University Libraries and School of Information Studies (USA). With online ISSN 3067-4883 and DOI for each paper, the publication ensures long-term archiving, open access, and dissemination of research results to the international academic community.

As one of the outstanding scientific activities celebrating the 60th anniversary of Hanoi University of Civil Engineering (1966–2026), the conference was co-organized by CIB Working Commissions W099 – Safety, Health and Wellbeing in Construction, W123 – People in Construction, Hanoi University of Civil Engineering (HUCE), the University of Wolverhampton (UK), and ICONS 2026 with the theme “Empowering People, Protecting the Planet, Unlocking Possibilities”. The proceedings record typical research results on safety and health in construction, human resources, digital transformation, artificial intelligence, sustainable materials and technologies, smart cities, and low-carbon development. All papers underwent two-way blind peer review according to international standards before publication.

The completion and publication of the proceedings not only successfully concludes the conference but also leaves a significant academic mark on HUCE's 60-year journey of building and developing, contributing to strengthening connections among scientists, promoting research cooperation, and disseminating innovative solutions for a safe, sustainable, and people-centered construction industry.
