On the afternoon of July 23, 2026, Hanoi University of Civil Engineering (HUCE) organized a training conference on internal testing and quality assurance. This was an important activity aimed at assessing the current situation, proposing urgent solutions, and also a valuable opportunity to exchange and learn from practical experiences, contributing to improving the overall quality of education at the University.

Overview of the Conference

The conference was attended and chaired by Assoc. Prof. Dr. Hoang Tung - Secretary of the Party Committee and Rector of the University; along with other members of the Board of Directors. Notably, the event marked the first time the leadership of the University's branch in Ho Chi Minh City participated. In addition, there were over 160 delegates including members of the Party Committee, heads/deputy heads of second-level units, and representatives of various organizations within the university.

In his opening remarks at the Conference, Associate Professor Hoang Tung, Secretary of the Party Committee and Rector of the University, highly appreciated the efforts of the staff and lecturers during the past academic year, while emphasizing the strategic direction for the future. Associate Professor Hoang Tung shared: The 2025-2026 academic year is considered a successful year with many positive results in areas such as: personnel organization, examinations, admissions - communication, finance, facilities, etc. Expressing gratitude to all the teachers who have accompanied him, Associate Professor Hoang Tung also expressed confidence that after today's Conference, the participating teachers will have a more concrete and clear understanding of the activities and importance of program accreditation, thereby conveying this to staff, officials, and lecturers in their units to work together to carry out related tasks. In anticipation of the 60th anniversary of the School's founding, Associate Professor Dr. Hoang Tung urged all staff and faculty members to be determined to preserve and improve the quality of education and the unique identity of the School .

Associate Professor Hoang Tung - Secretary of the Party Committee and Rector of the University, delivered the opening speech at the Conference.

The conference heard a presentation from Dr. Dam Son Toai – Head of the Examination and Quality Assurance Department, National Economics University (NEU). His presentation provided insightful practical perspectives on the journey of building an internal quality assurance (IQA) system.

Representatives from NEU emphasized that international accreditation is not a destination, but a driving force for continuous improvement (PDCA). International accreditation is a passport to integration, helping to transparentize training results, affirm the autonomy of higher education institutions, and ensure accountability to society.

Facing the context of a strong transformation into a multidisciplinary university model, Assoc. Prof. Dr. Vu Hoai Nam – Deputy Head of the Examination and Quality Assurance Department, Hanoi University of Civil Engineering, presented a paper on the current situation and solutions for the university's internal quality assurance system.

Speakers presenting papers at the Conference

The report frankly acknowledges current bottlenecks such as data fragmentation, slow feedback mechanisms, and the tendency to view accreditation as a "bureaucratic task" rather than a self-driven culture. To overcome these, Associate Professor Vu Hoai Nam proposes implementing a KPI-IQA system closely linked to strategic goals, standardizing the measurement of learning outcomes (PLO) directly using data, and clearly defining the responsibility matrix (RACI) for each faculty and department. The IQA system needs to be correctly understood as a "guarantee tool" demonstrating that tuition fees are reinvested appropriately in human resources, facilities, and technology.

Following the presentations, under the chairmanship of Assoc. Prof. Dr. Bui Phu Doanh - Vice Rector, along with two speakers, the conference dedicated time to lively discussions, contributing many insightful opinions. The conference concluded successfully, with a high level of consensus on understanding and determination to act, making quality assurance activities a solid foundation for the development of Hanoi University of Civil Engineering in the new phase.

Delegates exchanged views during the discussion session of the Conference.
