TWO MILESTONES, ONE JOURNEY: 20 YEARS OF ICCEC AND 10 YEARS OF THE INTERNATIONAL TRAINING FACULTY
2026 is a particularly significant year for those involved in international training at Hanoi University of Civil Engineering. Two milestones stand out: the International Cooperation Training and Consulting Center (ICCEC) celebrates its 20th anniversary, and the Faculty of International Education (FIE) celebrates its 10th anniversary. These represent two stages of the same journey, from initial cooperation programs to a unit with its own functions, mission, and vision within the University.
The first building blocks of international training cooperation.
Hanoi University of Civil Engineering – Vietnam's leading university in the fields of engineering and construction – has established a solid foundation in international cooperation and training. From the war years to the country's peace, many generations of the university's teachers have received training abroad (in socialist countries from the 1960s, 70s, and 80s, and in countries with advanced education, science, and technology). These teachers were the ones who built the first bridges connecting the university to the world.
Over the decades, the school has established training partnerships with numerous partners worldwide, including the UK, Australia, the USA, France, Germany, Belgium, Italy, Japan, Taiwan, and countries in the Southeast Asian region .
In implementing the Government's Education Development Strategy 2001-2010, which advocates for expanding international cooperation in education , Hanoi University of Civil Engineering has set the need for a dedicated focal point to promote international training cooperation : a unit with sufficient capacity to connect the University with foreign partners, organize programs for students, and leverage the University's strengths in specialized training cooperation.
To meet this need, on June 2nd, 2006, the Rector of the University of Civil Engineering signed Decision No. 406/QD-TCCB establishing the International Cooperation Center for Education and Consultancy (ICCEC) . The center was created with the goal of expanding cooperation in training, exchanging science and technology with advanced countries, and contributing to the training of construction human resources that meet regional and international standards.

The first official cooperation agreement was signed between Hanoi University of Civil Engineering, Bauhaus University Weimar, and Nordhausen University Preparatory School ( December). /span> / 2007 )
Collaboration program with NTU
Among ICCEC's activities, the cooperation program with National Taiwan University (NTU) holds a special place. NTU is one of Asia's leading universities (ranked 54th in the world according to the QS World Ranking 2026) , and bringing NTU's master's programs to Hanoi University of Civil Engineering , with two specializations in Structural Engineering and Construction Engineering Management , has opened up opportunities for domestic students to access internationally standardized postgraduate training programs right in their homeland.
This program clearly demonstrates the approach the Center pursues: selecting reputable partners, maintaining the quality standards of the partner institution, strengthening courses with recognized equivalence , and providing maximum support so that learners can directly benefit from the joint programs . The relationship with NTU Taiwan is not limited to training cooperation . Over the years, the two sides have also jointly organized numerous professional workshops , academic exchanges, and progressed towards technology transfer (Workshops on BIM application in construction management technology, workshops on steel structure construction, bridge and tunnel construction, etc.).
In parallel with NTU, the Center has expanded into other areas. Since 2004, a training course on construction project management has been organized in collaboration with the University of Cincinnati (USA). Since 2008, a pre-university program in cooperation with Weimar University and Nordhausen University of Applied Sciences (Germany) has opened up a path to German higher education for many generations of students, with approximately eleven fields of study. At the postgraduate level, the Master's program in Structural Engineering with HTWK Leipzig (Germany) complements the University's portfolio of collaborations.
Besides teaching, the Center also provides consulting services to ministries, government agencies, businesses, and non-governmental organizations, and organizes international events such as a workshop on public - private partnership (PPP) models with Toyo University (Japan). The Center also selects scholarship candidates on behalf of governments, international organizations, and foreign universities, gradually gaining recognition as a "reliable partner" in this field.

June 27, 2016: The International Training Faculty was established.
With the increasing need for expanding international cooperation in the field of education and training, the Faculty of International Training was established on June 27, 2026 , building upon the decades-long cooperation and training partnerships with foreign partners that the ICCEC center has cultivated . This decision is part of the university's long-term strategy for internationalizing education and training .
The Faculty is tasked with establishing and organizing international joint training programs at the pre-university, master's, and doctoral levels; coordinating short-term training courses with domestic and international partners; training and assessing foreign language proficiency; implementing high-quality programs taught in foreign languages; and providing study abroad counseling services and student and staff exchange programs. The Faculty does not operate alone but collaborates closely with the International Cooperation Office and the ICCEC Center, ensuring that the two units work together, building upon each other's strengths and complementing one another.

The result of a long journey.
A decade after its establishment, the Faculty's program portfolio has become much more diverse. At the undergraduate level, students can pursue a German preparatory program, a bachelor's degree program with the University of Mississippi (USA) in Civil Engineering and Computer Science, or a credit transfer program with Huddersfield, Northampton (UK), Swinburne and Deakin (Australia). At the postgraduate level, the Faculty continues to implement master's programs in collaboration with NTU , establishing a Master's program in Construction Project Management with the HEG School of Management at the University of Liege (Belgium), and a master's program in Structural Engineering with HTWK Leipzig University of Applied Sciences (Germany). The Faculty of International Training also maintains preparatory programs with other universities. University in the Federal Republic of Germany.
In recent years, the Faculty's activities have also been linked to scholarships from the governments of Taiwan, South Korea, and China, working sessions with the University of Huddersfield, and scholarship policies from Australian partners for credit transfer programs.

The goal is to meet international standards.
The Faculty aims to improve the quality of training in a modern direction, approaching advanced higher education standards in the region and the world, in order to become an internationally recognized training institution, providing high-quality human resources for socio-economic development.
Twenty years after the decision of June 2, 2006, and ten years after June 27, 2016, those working at the Faculty and Center have every right to be proud of a journey built step by step, a journey written by generations of staff, lecturers, and students.
