On the afternoon of October 20, 2020, the University of Civil Engineering (UCE) held a working session with a delegation from the Ministry of Construction led by Deputy Minister Le Quang Hung. The two sides exchanged views on issues related to human resource training and the development of science and technology in the construction industry.

Attending the ceremony, on behalf of the Ministry of Construction were: Mr. Le Quang Hung - Deputy Minister of Construction; Mr. Vu Ngoc Anh - Director of the Department of Science, Technology and Environment; Mr. Le Minh Long - Deputy Director of the Department of Science, Technology and Environment; Mr. Pham Minh Ha - Director of the State Inspection Department for Construction Quality; Mr. Nguyen Thanh Binh - Deputy Director of the Institute of Construction Science and Technology; Mr. Hong Hai - Deputy Director of the Institute of Construction Science and Technology; Mr. Do Thanh Tung - Director of the National Institute of Architecture; Mr. Nguyen Thanh Hung - Deputy Director of the National Institute of Urban and Rural Planning; Mr. Pham Nhu Huy - Deputy Director of the Department of Construction Management; Mr. Le Trung Thanh - Director of the Institute of Construction Materials; Mr. Le Van Cu - Director of the Institute of Construction Economics; Mr. Hoang Van Tuan - Deputy Director of the Department of Construction Economics; Ms. Dao Thi Tien Ngoc - Director of the Institute for Research on Construction Standards and Typical Design. Mr. Nguyen Xuan Hien - Specialist from the Department of Science, Technology and Environment. Representing the University of Civil Engineering were: Assoc. Prof. Dr. Pham Duy Hoa - Secretary of the Party Committee, Rector; Assoc. Prof. Dr. Nguyen Dinh Thi - Chairman of the University Council; Assoc. Prof. Dr. Pham Xuan Anh - Vice Rector; Assoc. Prof. Dr. Hoang Tung - Vice Rector; Assoc. Prof. Dr. Nguyen Hoang Giang - Vice Rector, along with leaders of faculties, departments, institutes, companies, and centers within the University, and members of the scientific and training council and the faculty council.

Overview of the working session

Speaking at the meeting, Associate Professor Pham Duy Hoa, Rector of the University of Civil Engineering, stated that in recent years, with the guidance and attention from the Ministry of Construction, the University of Civil Engineering has effectively collaborated with units under the Ministry in training, utilizing human resources, and conducting scientific research, contributing to the overall development of the construction industry as well as the development of the University's work areas. The issues discussed at this conference included human resource training, the development of science and technology in the construction industry, and updating procedures, regulations, and standards in the University's teaching and related fields – all of which are urgent and important. Associate Professor Pham Duy Hoa expressed confidence that, based on the conclusions of the conference, the University of Civil Engineering will have solutions for training and scientific research that are appropriate to the development needs of the construction industry. Associate Professor Pham Duy Hoa expressed his hope that the cooperation between the University of Civil Engineering and the Ministry of Construction will continue to develop to new heights.

In his keynote address at the conference, Deputy Minister of Construction Le Quang Hung emphasized three main issues that the conference should focus on: Introducing the team of experts in the fields of foundations, materials, architecture & planning, environment, etc., in order to expand the participation and contribution of experts in scientific research activities; Providing direction on the system of standards and regulations in the construction sector, preparing for the roadmap for rearranging, amending, and supplementing more than 1000 regulations and standards; Discussing and proposing solutions to pressing issues such as: the quality of centrifugal reinforced concrete power poles, landslides, planning, environment, etc.

At the meeting, Assoc. Prof. Dr. Nguyen Viet Phuong – Head of the Science and Technology Department of the University of Civil Engineering, authorized by the Board of Directors, presented an overview of the University's human resource training and science and technology development. He outlined five main development directions of the University, including: Developing the university to an international standard in quality, in accordance with laws and international practices; Innovating the organizational system and governance model, implementing university autonomy; Transforming the training model according to the National Qualifications Framework, including three levels of qualifications; Stabilizing enrollment scale, strengthening quality accreditation, integrating technical advancements and new standards into teaching; Developing the University of Civil Engineering as a science and technology center closely collaborating with ministries, businesses, and practical applications.

The conference discussed topics directed by the Deputy Minister, with contributions from lecturers of the University of Civil Engineering, as well as suggestions for the University from leaders of departments, divisions, and institutes of the Ministry of Construction.

In his concluding remarks at the conference, Deputy Minister of Construction Le Quang Hung highly appreciated the professional expertise and expressed his confidence in the lecturers and experts of the University of Construction. He also directed the University of Construction to improve students' understanding of the law; to supplement and update the final-year university curriculum with regulations and standards in the construction field; and to provide students with career guidance before graduation. On behalf of the Ministry of Construction, Deputy Minister Le Quang Hung pledged to create the best possible conditions for the lecturers and experts of the University of Construction to carry out their professional activities as well as other research activities of the University.
