On September 18, 2024, under the patronage of the Ministry of Construction, Hanoi University of Civil Engineering (HUCE), in collaboration with the Energy Conservation Center of Japan (ECCJ), organized the workshop "Sharing Experiences from Japan and Europe in Determining Energy Efficiency Ratings for Net Zero Buildings" with the aim of facilitating the exchange of knowledge and practical experience in developing Net Zero buildings, helping to strengthen capacity and develop a community of green practices in the architecture and construction industry of Vietnam.

Overview of the Conference
The workshop aimed to discuss techniques for implementing the content of the "Action Plan for the Construction Sector to Respond to Climate Change 2022-2030, with a vision to 2050, fulfilling Vietnam's commitments at COP26". The workshop was held in a hybrid format, combining in-person and online participation from multiple locations in Vietnam and Japan.
Attending the workshop were, on the guest side, Assoc. Prof. Dr. Vu Ngoc Anh - Director of the Department of Science, Technology and Environment, Ministry of Construction; Mr. Masaki Kamiura - Deputy Director of the International Relations Division, Natural Resources and Energy Agency, Ministry of Economy, Trade and Industry of Japan; Mr. Katsuhiko Yamamoto - General Director of the International Relations Office , Japan Energy Conservation Center. On the side of Hanoi University of Civil Engineering were Assoc. Prof. Dr. Nguyen Hoang Giang - Vice Rector; Dr. Nguyen Tien Dung - Head of the International Cooperation Department; Dr. Nguyen Cao Lanh - Head of the Faculty of Architecture and Planning; Dr. Nguyen Thanh Trung - Deputy Head of the Faculty of Environmental Engineering ; representatives of researchers and project managers from Wolverhampton University (UK); representatives from central ministries and agencies; representatives from the Departments of Construction of several provinces and cities; experts from domestic and international research institutes; and representatives from businesses, consulting firms, and investors.

Assoc. Prof. Dr. Vu Ngoc Anh - Director of the Department of Science, Technology and Environment, Ministry of Construction, delivered the opening remarks at the workshop.
In his opening remarks at the workshop, Assoc. Prof. Dr. Vu Ngoc Anh - Director of the Department of Science, Technology and Environment, Ministry of Construction, emphasized the necessity of developing energy-efficient buildings, aiming to reduce greenhouse gas emissions and protect the environment. He also stated that the workshop was an opportunity to share experiences from Japan and the United Kingdom on determining energy consumption standards for various types of buildings, especially green buildings and energy-saving buildings aiming for Net Zero, thereby providing recommendations suitable to the reality in Vietnam.
Director Vu Ngoc Anh assessed that Japan and the United Kingdom are leading countries with extensive experience in energy saving, energy balance projects, and carbon neutrality projects. Learning from and drawing on the experiences of Japan and the United Kingdom to implement energy balance and carbon neutrality projects in Vietnam will contribute to realizing the Vietnamese Government's commitments at COP26.

Assoc. Prof. Dr. Nguyen Hoang Giang - Vice Rector of Hanoi University of Civil Engineering, delivered a speech at the conference.
Speaking at the workshop, Assoc. Prof. Dr. Nguyen Hoang Giang - Vice Rector of Hanoi University of Civil Engineering - affirmed the importance of the workshop in sharing experiences from Japan and Europe towards the goal of bringing net emissions to "zero" by 2050 as committed by Vietnam at the COP26 conference. Assoc. Prof. Dr. Nguyen Hoang Giang said that currently, Vietnam has issued many policies and regulations at different levels, and a system of standards and norms in the field of environmental protection, green building development, and energy-efficient buildings. Therefore, the implementation of ZEB in Vietnam has fundamental advantages – namely, Vietnam's determination and commitment to strengthening international cooperation, technology transfer, and capacity building towards achieving net-zero emissions by 2050. Aware of its mission, and with a strategy to promote innovation and contribute to Vietnam's sustainable development, Assoc. Prof. Dr. Nguyen Hoang Giang emphasized that Hanoi University of Civil Engineering has focused on developing research, training, and consulting projects related to the development of a green economy and circular economy in the context of complex climate change.

Speakers presenting papers at the Conference
The workshop was divided into two parts: a panel discussion featuring high-quality presentations by leading experts in the fields of environment and climate change; and a discussion on developing energy efficiency standards for civil engineering projects among experts and guest speakers. The speakers' presentations offered valuable insights and comments, providing attendees with diverse perspectives on environmental and climate change issues. The speakers also received significant interest from attendees regarding topics such as green finance development, measures to raise corporate awareness of environmental protection, building a circular economy, and reducing CO2 emissions.

Energy efficiency ratings are an important tool for evaluating the energy efficiency of buildings. They compare a building's energy consumption to similar facilities and support energy-saving decisions. Therefore, energy efficiency ratings are a valuable tool in promoting energy efficiency. Applying green energy technology solutions helps reduce operating costs and benefits the environment. However, currently in Vietnam, energy consumption standards for different types of civil construction projects according to climate zones have not been published, therefore, energy consumption standards for Net Zero buildings are also unavailable. |
