On November 4, 2020, the UPM Higher Education Quality Benchmarking System announced the benchmarking results and star rating for Hanoi University of Civil Engineering. Accordingly, Hanoi University of Civil Engineering received a 4-star rating out of a maximum of 5 stars for overall performance in all aspects of the university's operations, according to the standards of a research-oriented university.

The University's outstanding areas of activity, highly rated by the UPM System, include: Strategic Management, Training, Research, Innovation, Innovation Ecosystem, Information Technology and Digital Resources, and Community Service. In particular, the areas of Strategic Management, Innovation, and Community Service received the maximum 5-star rating from the UPM System (see details at: http://upm.vn/university/100/ ).

Built with the goal of benchmarking the quality of higher education institutions in Southeast Asia in terms of their ability to meet the requirements of innovation and adaptation to the Fourth Industrial Revolution, the UPM system has developed a set of evaluation standards comprising 8 standards and 54 measurable and data-collectible criteria to quantitatively analyze and evaluate almost all university activities. Each criterion has its own benchmark and weight. In addition to the basic criteria of strategic governance, training, research, and community service, UPM focuses on criteria related to innovation and entrepreneurship, smart universities and digital transformation, internationalization level, and sustainable development, using a quality accreditation and star rating approach. The standards include:

- Standard 1: Strategic Management - 5 criteria, weighting 6%.

- Standard 2: Training - 15 criteria, weighting 35%.

- Criterion 3: Research - 4 criteria, weighting 20%.

- Standard 4: Innovation - 4 criteria, weighting 11%.

- Standard 5: Innovation Ecosystem - 4 criteria, weighting 6%.

- Standard 6: Information technology and digital resources - 10 criteria, weighting 10%.

- Standard 7: Level of Internationalization - 9 criteria, weighting 6%.

- Standard 8: Community Service - 3 criteria, weighting 6%.

With this approach, the UPM Higher Education Quality Benchmarking System's standards not only have the comprehensive scope of quality accreditation but also recognize the excellence of universities. The ranking, based on quantitative assessment, not only highlights the strengths and weaknesses of a university but also supports a comprehensive comparison and identification of its quality. Based on the assessment results, the UPM system assigns a quality rating of 1 to 5 stars to each university, depending on its research or application orientation, and across specific fields and overall characteristics.

The 4-star rating from UPM once again affirms the top quality and prestige of Hanoi University of Civil Engineering in training high-quality human resources, conducting scientific research, and transferring advanced technology in the field of construction in Vietnam.

Currently, 32 higher education institutions in Vietnam and Southeast Asia have participated in the benchmarking system under UPM.
