On the morning of September 29, 2026, Hanoi University of Civil Engineering (HUCE) solemnly held the opening ceremony for the 561st external evaluation of its training programs according to the standards of the ASEAN University Network Quality Assurance (AUN-QA).

Hanoi University of Education welcomes the external evaluation team from the ASEAN University Network, assessing the quality of 4 training programs according to AUN-QA standards.

Attending the event, on the AUN-QA expert delegation were Prof. Arnulfo P. Azcarraga - Head of the Evaluation Team; Ms. Siranart Sinsup - Representative of the AUN-QA Secretariat, and other members of the delegation. On the HUCE side, the event was attended by Assoc. Prof. Dr. Hoang Tung - Rector of the University, along with representatives of staff, lecturers, students and guests.

During this evaluation period, HUCE has four key training programs participating, including: Civil Engineering - specializing in Civil and Industrial Construction; Architecture; Construction Economics Engineering; and Construction Materials Technology Engineering.

Overview of the Opening Session

In his opening remarks at the ceremony, Assoc. Prof. Dr. Hoang Tung - Rector of the University - emphasized the importance of quality accreditation in the context of Vietnam's higher education system undergoing profound transformation. Assoc. Prof. Dr. Hoang Tung affirmed that HUCE always considers quality as the core foundation for all activities, closely linked to the mission and long-term development of the University. Ensuring quality is not simply about... Meeting standards is crucial, but more importantly, it's about building a genuine culture of quality – one that encourages self-reflection, accountability, innovation, and a spirit of continuous improvement.

Highly appreciating the four core training programs in this batch for their significant contributions to training generations of experts for Vietnam's construction and architecture industry, Associate Professor Hoang Tung shared: Through these programs, HUCE aims to develop graduates who not only possess solid professional knowledge but also embody integrity, creativity, adaptability, and a sense of social responsibility to contribute to sustainable development.

The Rector also affirmed that the University is participating in this evaluation with openness, honesty, and transparency. HUCE is committed to providing accurate information and creating the most favorable conditions for the expert team to access facilities and exchange information with relevant parties. In particular, the University values the opportunity to learn from the independent perspectives of experts to identify strengths and areas for improvement, thereby developing a specific improvement plan with a clear roadmap and expected results.

At the opening session, Professor Arnulfo P. Azcarraga, Head of the AUN-QA External Evaluation Team, stated that the evaluation team included members from Thailand, Malaysia, Brunei, and the Philippines. However, the team did not wish to be seen simply as external evaluators, but rather as internal evaluators, providing the university with a new, objective third-party perspective on its training programs.

"Our aim is to offer further suggestions and recommendations for the school's consideration. As the school's principal shared, the issue is not just about meeting standards, but more importantly, about continuous improvement. Therefore, we will focus on reviewing the school's operational processes, how the school works with stakeholders and students; the teaching methods of faculty, as well as the program's outcomes and related content. This afternoon, we will survey the school's facilities to assess the suitability and consistency between the actual conditions and the program's outcomes," emphasized Professor Arnulfo P. Azcarraga.

The opening ceremony marks a significant step forward for HUCE in continuously improving the quality of teaching and learning, further affirming its position as one of the leading technical universities.
